whether 與 If 均為conj. , 都能中譯成「是否」。但他們在Usage 上，有以下的不同:
1. whether 常會跟尾…or not; 而if 則不會。
例: I suspect if（whether） she loves you.【√】
= I suspect whether she loves you or not. 【√】
( I suspect if she loves you or not.【X】)
2. 「是否」如果是句子的起頭，該用whether 而不用if
例:Whether we will go 【√】for the trip （or not） remains indefinite.
我們是否會去這趟旅行還是懸而未決呀！
( If we will go 【X】 for the trip remains indefinite.) 【這裡不能用If 起頭】
3. 如果是介詞（prep.）後用「是否」子句，也只能用whether 而不能用if
例: There seems to be a division of opinion about whether 【√】we should move to the new apartment.
(There seems to be a division of opinion about if 【X】we should move to the new apartment. ) 【about whether 是可以，但不能about if】
4. 如「是否」後跟著不定詞（to+v）, 必須用whether 而不能用if 。
例: She doesn’t know whether to go. 【√】
She doesn’t know if to go.【X】 【不能寫成if to go】
例: The question is whether 【√】this woman can be trusted. 【因為is後面是Complement(補語)】
(The question is if 【X】this woman can be trusted.)
6. Whether or not 可以跟even if交替使用，譯作「即使」
Nobody believes the corrupt party whether or not it tells the truth.
=Nobody believes the corrupt party even if it tells the truth.
無人相信這腐敗的組織，「即使」它說真話。 【whether or not=even if 即使】
